APPLICANT REQUESTS THAT:
His Home of Record (HOR) be changed to South Carolina.
APPLICANT CONTENDS THAT:
His current HOR reflects where he attended Reserve Officers
Training Corps (ROTC) and has no bearing on where he considers
home. His wife is a South Carolina resident and they own a home
there. South Carolina is where he intends to retire/live post
Air Force.
As an officer he is never afforded the opportunity to modify his
HOR as he is not required to reenlist after his initial
commitment expires. This system forces officers into
requirements that are not reflective of reality.
In support of his request, the applicant provides copy of his AF
Form 4/1, Enlistment / Reenlistment Document, dated 31 Aug 00 in
which he joined the Air Force Reserve. Sacramento, California
is listed as his HOR.

STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 1 Feb
03.
On 29 Sep 14, the applicant was furnished an Honorable
discharge, and was credited with 11 years, 7 months, and 29 days
of active service.
The applicants DD Form 214, Certificate of Release or Discharge
from Active Duty and AF Form 100, Request and Authorization for
Separation, both reflects Vacaville, California as his HOR.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSIPS recommends denial indicating there is no evidence of
an error or an injustice. While a service members domicile or
legal residence may change as they relocate during their
military career, their HOR will not change. In accordance with
the Joint Federal Travel Regulation, Volume I, Appendix A, any
correction must be fully justified and the home must be the
actual home of the member upon entering the service, and not a
different place selected for the members convenience.
Additionally, Appendix A states Only if a break in service
exceeds one full day may the member change the HOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 12 Nov 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error of injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
